Delivery is the half of a ComEd residential bill that does not change when you change supplier. This page is the filed record of what ComEd charges for it: every residential delivery service charge, for all four residential delivery classes, for every billing period the committed filed sheets cover, which today means 2024 through 2027. Every number is read from ComEd's informational sheets as filed with the Illinois Commerce Commission, each table names its sheet, and a year the sheets do not print is stated as missing rather than estimated. The whole record is downloadable as CSV at the bottom of the page.
One warning governs everything below. Each filed charge prints with "& ADJ" beside it, and that suffix is not decoration: the base alone never reconciles to a bill. The base is not the rate you pay explains the mechanism with a worked example from a reconciled bill.
The four residential delivery classes
ComEd bills residential delivery through four delivery classes, set by dwelling type and by whether the home has electric space heat: Single Family Without Electric Space Heat, Multi Family Without Electric Space Heat, Single Family With Electric Space Heat, and Multi Family With Electric Space Heat. The bill does not print the class name; the free bill reader identifies it by which class's filed rates reproduce the printed charges.
Four charges make up the record, under the abbreviations the sheets use:
- CC, the Customer Charge, a fixed dollar amount per month.
- SMSC, the Standard Metering Service Charge, a fixed dollar amount per month.
- DFC, the Distribution Facilities Charge, in dollars per kWh. On homes this line is volumetric; the per kW demand version exists only on nonresidential classes, and the Distribution Facilities Charge page covers both.
- IEDT, the Illinois Electricity Distribution Tax Charge, in dollars per kWh.
The filed charges for 2025, 2026, and 2027
All values in this section are from ComEd's 4th Revised Informational Sheet No. 64.1, filed January 30, 2025 and effective February 6, 2025 under the ICC's order of January 16, 2025 in Docket No. 24-0378. Each printed value carries "& ADJ" on the sheet.

Three things the columns show without any interpretation. The volumetric DFC rises for every class every year, by 8.1 percent from 2025 to 2026 for a single family home without electric heat. The metering charge barely moves and actually falls slightly in 2027. And homes with electric space heat pay roughly half the DFC rate of homes without, because their delivery cost is spread over more kilowatt hours.
The 2024 record on Sheet No. 64
The 2024 billing periods sit on their own sheet, ComEd's 4th Revised Informational Sheet No. 64, filed December 23, 2024 and effective January 1, 2025 pursuant to the ICC's Order on Refiled Plan dated December 19, 2024 in Docket Nos. 22-0486/23-0055/24-0181 (Consol.). The sheet prints four columns for 2024: the charges applicable in January, in February through April, and in May through December, plus a separate column headed "2024 Charges per Final Order" in those consolidated dockets. The sheet itself distinguishes what applied during each printed period from the 2024 charge the final order set, and this record reproduces both without interpreting how the two relate on a bill.

A filed base is not the rate on the bill
Every value above prints with "& ADJ" beside it on the filed sheet, and treating the base as the price is the single most common error made with these tables. Informational Sheet No. 64.17 defines the adjustment: the Customer Charge and the metering charge are multiplied by the sum of five filed factors, the DFC takes the same multiplier plus a per kWh distributed generation rebate adjustment, and the IEDT uses a smaller two factor combination. The factors are filed on their own sheets and change on their own schedules.
What that does in practice, on a real Single Family Without Electric Space Heat bill for the June 2026 billing period, where the five factors summed to 1.100563:
- DFC: 0.05698 x 1.100563 plus the 0.00062 rebate adjustment is 0.06333 per kWh, and 1,518 kWh at that rate is $96.13, the charge printed on the bill, to the cent.
- SMSC: 3.52 x 1.100563 is $3.87, printed exactly.
- CC: 13.26 x 1.100563 is $14.59; with the filed $0.80 Energy Assistance Charge that the sheets fold into this line it comes to $15.39, against $15.50 printed, a residual of about eleven cents that the sheets on hand do not itemize. The Customer Charge page records that gap rather than rounding it away.
So the 2026 filed DFC base of 0.05698 becomes 0.06333 on the bill, an 11 percent difference. Anyone quoting a number from the tables above as "what ComEd charges" without the factors is quoting a number no customer has ever paid. The same caution applies in reverse: a bill that does not match a base above is not evidence of an error, because no bill is supposed to match a base.
There is no 2027 version of that arithmetic yet. The 2027 bases are filed, the 2027 adjustment factors are not, so no honest 2027 effective rate exists on any page, this one included.
Where 2022 and 2023 are
Not here, and the absence is stated rather than papered over. The sheets that governed 2022 and 2023 residential delivery charges were canceled by the revisions above, and no committed source in this record holds them. The ratebook snapshots on file begin their delivery charge record at the 2024 columns of Sheet No. 64. Nothing on this page is estimated, interpolated, or reconstructed from memory: a cell the filed sheets do not print does not appear.
Where these numbers come from
Every value is read from ComEd's published Schedule of Rates for Electric Service, Ill. C.C. No. 10, as retrieved from ComEd's own ratebook download on August 17, 2026 (the full PDF's sha256 is 265c867b535447043bd1069898884288cb86beda446f0a462f7ce91fa4cbee71). The 2024 columns are on the 4th Revised Informational Sheet No. 64, ratebook page 840; the 2025 through 2027 columns are on the 4th Revised Informational Sheet No. 64.1, ratebook page 841. A 2025 edition of the same ratebook, held separately, prints the same revisions of both sheets, so the two committed copies agree with each other. The 2026 Single Family Without Electric Space Heat column is additionally verified against a real ComEd residential bill whose delivery lines reconcile to the cent through the filed adjustment factors.
The supply half of the same bill has its own filed record: the ComEd supply charges by customer group, and for businesses the nonresidential delivery service charges carry the per kW demand rates these residential classes do not have.
