Four of the rate records on this site are published as datasets: a landing page that explains the record, a CSV that carries every row, and provenance down to the filed sheet or ICC posting each number was read from. This page is the catalog. Each dataset is free, licensed under CC BY 4.0, and reusable with attribution, and each landing page states what its record does not hold rather than estimating around the gap.
The four cover the two halves of a ComEd bill. Supply is what the electricity costs, and it resets on procurement events, most visibly each October. Delivery is what moving it to the meter costs, and it is filed per delivery class through 2027. A bill is priced from both at once, which is why the free bill reader checks an uploaded bill against these same records line by line.
The Price to Compare history since 2017
ComEd's residential Price to Compare, the supply rate a bill is judged against, for every month the Illinois Commerce Commission has posted since January 2017, with the monthly Purchased Electricity Adjustment listed separately. The current window is verified against a real ComEd residential bill reconciled to its printed supply lines to the cent. The landing page charts the full history and names the next reset date; the record is downloadable as CSV or JSON, 117 monthly rows, each citing the ICC workbook it was read from.
Residential delivery service charges, 2024 to 2027
The filed base delivery charges for all four residential delivery classes: Customer Charge, Standard Metering Service Charge, Distribution Facilities Charge, and the Illinois Electricity Distribution Tax Charge, as printed on Informational Sheets No. 64 and 64.1 of Ill. C.C. No. 10. The landing page prints every table and explains the ADJ mechanism that separates a filed base from the rate a bill shows; the CSV carries 112 rows, each citing its sheet, the sheet's effective date, and the ratebook page it was read from.
Nonresidential delivery service charges, 2024 to 2027
The filed base delivery charges for the eight metered nonresidential delivery classes, Watt-Hour through Railroad, including every per kW Distribution Facilities Charge, from Informational Sheets No. 64.2 through 64.7. The landing page covers the customer, metering, demand, and tax components class by class; the CSV carries 336 rows with the same per-row citations.
Supply charges by customer group since September 2025
The filed Purchased Electricity Charges and PJM Services Charges for all six customer groups, for every filed window held on the committed record, September 2025 through the window ending May 2027, including the January 2026 restatement under ICC Docket No. 25-0383. The residential rows reconcile against the ICC's posted Price to Compare to the thousandth of a cent in all four windows, and the landing page shows that arithmetic. The CSV carries 72 rows, one per window, customer group, component, and season.
What the catalog does not hold
Two more pages on this site publish dataset declarations without a downloadable file: the Distribution Facilities Charge base rates and the reconciled demand charges exhibit. Their figures live in the pages' own tables, and they join this catalog if and when their records ship as files. Nothing here covers Ameren Illinois, and no dataset in the catalog estimates or interpolates a value its filed sources do not print: a year the sheets do not cover is stated as missing on the landing page instead.

Every dataset is published under CC BY 4.0, so reuse is free with attribution to Phantom Grid. Each landing page ends with a ready citation naming the page, the compiled record, and the filed sources behind it. The Price to Compare history also carries an archived DOI, which is the durable way to cite it.
